Personal Data Protection - Legislation and Practice (Novi Pazar)

In the Youth Center Hall of the Novi Pazar Cultural Center, on Wednesday, June 21, starting at 10 a.m. a training session was held on Personal Data Protection regarding the implementation of the Personal Data Protection Law. Representatives of the Commissioner's Office held the training for Data Protection Officers from more than 40 public institutions in the vicinity of the city of Novi Pazar.

The representatives of the Office of the Commissioner for Information of Public Importance and Personal Data Protection conducted this training within the scope of the multi-donor project "Support for Strengthening Rule of Law in the Republic of Serbia"(EU for the Fight Against Corruption and for Fundamental Rights) financed by the EU and the German Federal Ministry for Economic Cooperation and Development (BMZ), whereas the German Agency for International Cooperation (GIZ) is in charge for its implementation.

The importance of personal data protection, consent for their processing, the purpose of lawful and fairly processing and transfer, along with determining the public and legitimate interest in data processing, are just some of the topics in the main focus of public interest. The training aims to familiarize Data Protection Officers or persons designated by Data Controllers and Data Processors (if they do not have designated Data Protection Officers) with the current legal solutions (in the EU and the Republic of Serbia) and train them for proper application of the Personal Data Protection Law.

Field trainings, which are being implemented as part of project support in 15 selected local self-government units, are particularly important for raising the capacity of personal data protection. Also, at the same time and in addition to trainings in those selected units of local self-government, panel discussions on personal data protection are being organized, primarily aiming to raise awareness among the general public and inform its citizens.

Commissioner's Representative Participates in 44th Plenary Meeting of Council of Europe Consultative Committee of Convention 108

In Strasbourg from 14.06. until June 16, 2023, the Council of Europe organized the 44th Plenary meeting of the Consultative Committee for the Protection of Individuals with regard to Automatic Processing of Personal Data (Convention 108), in which the representative of the Commissioner's Office, Marin Cetinić participated, Senior Advisor in the Sector for Education and Certification and deputy representative of the Republic of Serbia. The main topics of the 44th Plenary meeting were: personal data processing in the anti-money laundering/countering financing of terrorism regulation processes; first module of Model contractual clauses for transborder data flows of personal data; cooperation with other bodies of the Council of Europe, entities and observers; consideration of the jurisdiction of the European Court of Human Rights in the area of personal data protection; while Jean-Philippe Walter, Council of Europe Data Protection Commissioner, spoke about the latest development and activities in the field of data protection.

There was a particular discussion at the plenary meeting about the interpretation of Article 11 of the modernized Convention 108, as well as the biometric processing of personal data during voting, that is, how voters who vote by electronic mail are identified. At the end of the 44th plenary session, the "Stefano Rodota" awards were conferred upon the best doctoral dissertation and the best scientific article in the field of personal data protection.

Study Trip to Germany Completed

In the second part of the study trip to the Federal Republic of Germany, which was organized for the delegation of the Commissioner for Information of Public Importance and Personal Data Protection by the German Agency for International Cooperation (GIZ) as part of a their jointly implemented project, Commissioner Milan Marinović, Deputy Commissioner Sanja Unković, acting Assistant Secretary-General Head of the Sector for Supervision of Personal Data Protection, Marko Antić, and Heads of the Departments for Supervision of Personal Data Protection Olja Živković, Emina Kovačević, Ivan Trišović and Milan Tomanović, and one representative of the Cabinet of the Commissioner Jelena Denić had meetings with the State Commissioner for Data Protection and Freedom of Information of North Rhine-Westphalia, Mrs. Bettina Gajk, representatives of the Ministry of the Interior of the State of North Rhine-Westphalia and the Cologne Police Department, and with members of the State Parliament of North Rhine-Westphalia, members of the Committee on Internal Affairs and Community, headed by Mrs. Angela Ervin - the President of the Board.

This study trip was of great importance for the representatives of the Commissioner, who got acquainted with the current situation in the field of personal data protection in the Federal Republic of Germany and especially in the State of North Rhine-Westphalia, concerning the problems in personal data processing and protection, and ways of problem-solving with particular reference to the use of video surveillance in public spaces.

Training Held on Personal Data Protection for Employees of Belgrade Student Center

On June 14, representatives of the Office of the Commissioner for Information of Public Importance and Personal Data Protection, Marina Grbić, Aleksandra Lakićević, Nemanja Damjanović, and Marko Milošević, held a training in the area of application of the Law on Personal Data Protection for employees of the Belgrade Student Center. Around thirty people attended this training followed by a discussion where numerous doubts about applying the Law on Personal Data Protection were resolved. The focus of the training was on the application of protective measures in the existing personal data processing operations under their jurisdiction.
