Data Protection Training Sessions

The Ministry of Interior (MUP) in cooperation with the OSCE Mission to Serbia, launched training for its employees. It is planned that the lecturers from the Commissioner's Office and the lecturer from the MUP hold training sessions in all regional police administrations in the Republic of Serbia. The first training was held on April 4, 2024, in the Pančevo Police Department, where representatives of the Commissioner's Office Marko Milošević and Aleksandar Kocić Ranđelović from the Sector for Education and Certification, together with the representative of the MUP Dragan Obradović, held training on personal data processing in the field of Internal Affairs.

The second training was held on April 10, 2024, at the Zrenjanin Police Department by Aleksandar Kocić Ranđelović from the Sector for Education and Certification and Dragan Obradović, as the MUP representative.

The training sessions came upon great interest from members of the MUP, shown by the number of present police chiefs and police officers who asked specific questions which the lecturers answered trying to remove all ambiguities and doubts, especially regarding the purpose of personal data processing within the scope of their daily operational work.

The training in the field of Personal Data Protection was also held on April 11, 2024, at the National Academy for Public Administration (NAJU) where Commissioner Milan Marinović gave an introductory lecture at the opening of the third cycle of Training for Public Authorities Data Protection Officers. The Commissioner acquainted the participants of the training with the current situation in the field of Personal Data Protection in the Republic of Serbia, emphasizing the importance and role of the Data Protection Officer and appealing to authorities and other Data Controllers who are obliged to designate a Data Protection Officer to do so as soon as possible and to inform the Commissioner about it.

This training was developed as part of the World Bank Project "Training Services for Data Protection Officers and Raising Awareness of Civil Servants in accordance with the GDPR, the Law on Personal Data Protection, and the Law on Information Security of the Republic of Serbia" aiming to improve the implementation of the Law on Personal Data Protection and the Law on Information Security.

Тraining Held for Еmployees in Information Security Sector and Serbian State Lottery

On March 27, 2024, representatives of the Commissioner's Office, Marko Milošević and Marin Cetinić from the Sector for Education and Certification, and Milan Zatezalo from the Sector for Information Technology held training on the application of the Personal Data Protection Law for 35 employees of the PULSEC company. The participants were introduced to the legal regulations under the Commissioner's jurisdiction, the scope of work of this institution, the application of the right to data protection, and the most typical cases. During the training, the participants often asked specific questions from their practice, which helped to resolve numerous doubts.

On April 2, 2024, a webinar was held for 30 State Lottery of Serbia employees, where Sandra Miladinović, Marko Milošević, and Marin Cetinić, accredited lecturers of the Commissioner's Office, held a training on both laws under the jurisdiction of the Commissioner. The participants were first introduced to the application of the Law on Free Access to Information of Public Importance, and then to the application of the Law on Personal Data Protection. At the end of the training, examples from the practice of the Commissioner were given, helping to remove doubts about the application of LPDP that the employees of the State Lottery of Serbia encounter in their daily work.

A panel discussion was held in the Blue Hall of Novi Sad City Hall, on Wednesday, March 27, 2024, starting at 10:30h, on the topic of monitoring the implementation of the new Law on Personal Data Protection, attended by Data Controllers and all interested representatives of Civil Society Organizations and the media.

Commissioner Milan Marinović, Deputy Commissioner Sanja Unković, and representatives of the Commissioner's Office participated in today's panel discussion.

The panel discussion goal was to consider the new Law on Personal Data Protection and explore the possibilities for its better application.

During the panel discussion, the Commissioner for Information of Public Importance and Personal Data Protection, Milan Marinović presented the current state in the field of personal data protection in the Republic of Serbia.

Deputy Commissioner Sanja Unković presented the current position of the Commissioner for Information of Public Importance and Personal Data Protection, the competence of the Commissioner with particular emphasis on personal data protection. Representatives of the Commissioner's Office from the Sector for Supervision of Personal Data Protection and the Sector for Harmonization of Regulations and Normative Affairs also participated in the panel discussion.

In the upcoming period, panel discussions, which will be implemented in 15 selected Local Self-Government Units within the scope of project support, are of utmost importance for raising the general public's awareness and informing citizens.

The organization of the panel discussion is supported by the project "Support for Strengthening Rule of Law in the Republic of Serbia"(EU for the Fight Against Corruption and for Fundamental Rights) financed by the EU and the German Federal Ministry for Economic Cooperation and Development (BMZ), whereas the German Agency for International Cooperation (GIZ) is in charge for its implementation.

In the Novi Sad City Hall, on Monday, March 28, starting at 10:00 a.m., a training session called "Free Access to Information of Public Importance, Legislation and Practice" was held for more than 70 Information Officers from various public authorities.

The training was held by Commissioner for Information of Public Importance and Personal Data Protection Milan Marinović, Rosana Lemut - Strle lecturer from Slovenia, and Assistant Secretary General - Sector for Complaints and Enforcement in the Field of Access to Information of Public Importance Slavoljupka Pavlović. This training was conducted with the support of the multi-donor project "Support for Strengthening Rule of Law in the Republic of Serbia" (EU FOR THE FIGHT AGAINST CORRUPTION AND FOR FUNDAMENTAL RIGHTS) financed by the EU and the German Federal Ministry for Economic Cooperation and Development (BMZ), and the Austrian Development Cooperation (ADC), whereas the Austrian Development Agency (ADA) is in charge for its implementation.

The training aims to familiarize Information Officers with the current legal solutions (in the EU and the Republic of Serbia) and to train them for the proper application of the Law on Free Access to Information of Public Importance.

Field trainings, which are implemented as part of project support in four selected local self-government units, are particularly important for raising the capacity of the application of the Law on Free Access to Information of Public Importance and also aim to raise awareness among the general public and inform citizens in this area.

Handbook on European Data Protection Law Published

The handbook on European Data Protection Law in the Serbian language was prepared to provide support to the Commissioner for Information of Public Importance and Personal Data Protection within the project "Protecting Freedom of Expression and of the Media in Serbia (PROFREX)" which is part of a joint program of the European Union and the Council of Europe "Horizontal Support Program for the Western Balkans and Turkey".

The Manual, developed by the EU Agency for Fundamental Rights (FRA), the Council of Europe, and the European Data Protection Supervisor, contains key insights into data protection standards, the practice of the European Court of Human Rights (ECHR), which has made significant precedents in terms of the balance between the right to privacy and freedom of expression, and as well on the practice of the Court of Justice of the European Union.
