LDPD Training Courses for MUP Employees

From 13 to 15 November 2024, three new training courses were held for employees of the Police Departments (PDs) in Prokuplje, Leskovac, and Vranje. Aleksandar Kocić Ranđelović from the Commissioner’s Office, Assistant Secretary-General – Sector for Education and Certification, and Dragan Obradović from the Secretariat of the Ministry of Interior conducted the training courses. The OSCE Mission to Serbia supports the training courses within the realization of its project activities. The great interest of the Ministry of Interior in ​​the personal data protection field is confirmed by 217 participants in the three PDs mentioned earlier, namely: 64 in the PD Prokuplje, 71 in the PD Leskovac, and 84 in the PD Vranje. Police representatives were introduced primarily to data processing principles and their importance for lawful and proper personal data processing.

The discussion held provided insight into the uncertainties of the application of the Law on Personal Data Protection and the application of other regulations in the police, including the polemic about the police powers to collect data on individual’s identification checks and provide them upon a justified request from other natural persons, as well as the question of whether consent can be used as a legal basis for acting, i.e. when the use of information system during a person identity check is justified. Also, through talks and examples from practice, it was showcased to the Ministry of Interior members when they are supposed to be acting in general versus in the so-called special data processing regime. The lecture also discussed protection measures in the Ministry of Interior, focusing on their importance, primarily the individual and strong password usage, and especially log files for held accountability in acting.

Panel Discussion: Monitoring Implementation of New Law on Personal Data Protection (Kragujevac)

A panel discussion on monitoring the implementation of the new Law on Personal Data Protection was held in Kragujevac Business Innovation Programs Hall on Tuesday, November 19, 2024, starting at 9:30 a.m. It was attended by Data Controllers and all interested representatives of Civil Society Organizations and the media.

Commissioner Milan Marinović, Deputy Commissioner Sanja Unković, and representatives of the Commissioner's Office participated in today's panel discussion. The goal of the panel discussion was to consider the new Law on Personal Data Protection and explore ways to improve its application.

During the panel discussion, the Commissioner for Information of Public Importance and Personal Data Protection, Milan Marinović presented the current state in the field of personal data protection in the Republic of Serbia. Deputy Commissioner Sanja Unković presented the current position of the Commissioner for Information of Public Importance and Personal Data Protection, the competence of the Commissioner with particular emphasis on personal data protection. Representatives of the Commissioner's Office from the Sector for Supervision of Personal Data Protection and the Sector for Harmonization of Regulations and Normative Affairs also participated in the panel discussion.

In the upcoming period, panel discussions, which will be implemented in 15 selected Local Self-Government Units within the scope of project support, are of utmost importance for raising the general public's awareness and informing citizens.

The organization of the panel discussion is supported by the project "Support for Strengthening Rule of Law in the Republic of Serbia"(EU for the Fight Against Corruption and for Fundamental Rights) financed by the EU and the German Federal Ministry for Economic Cooperation and Development (BMZ), whereas the German Agency for International Cooperation (GIZ) is in charge of its implementation.

A panel discussion was held in the White Hall of Kruševac Cultural Center, on Monday, November 18, 2024, starting at 9:30h, on the topic of monitoring the implementation of the new Law on Personal Data Protection, attended by Data Controllers and all interested representatives of Civil Society Organizations and the media.

Commissioner Milan Marinović, Deputy Commissioner Sanja Unković, and representatives of the Commissioner's Office participated in today's panel discussion. The panel discussion goal was to consider the new Law on Personal Data Protection and explore the possibilities for its better application.

OSCE Stronger Together

Workshops for Public Authorities on Improving Proactive Transparency

On November 12 and 13, 2024, workshops were held for public authorities on measures to improve work transparency under the Law on Free Access to Information of Public Importance. The workshops were organized by Partners Serbia and the Commissioner for Information of Public Importance and Personal Data Protection, for representatives of judicial and public administration authorities responsible for creating Information Booklets in the Unified Information System of Information Booklets.

Mirela Zozi Jeković, Ankica Lukić, and Zlatko Petrović from the Sector for Reporting and Analytical Affairs conducted this workshop and introduced the authorities' representatives to the functioning of this information system.
